The law enforced on the 7th of march 2016 establishes a multiannual special entrepreneurship residence permit « Talent Passport » which can benefit « a category of talented foreigners whose experience and qualification should be recognized » (circulaire of the 2 november 2016 and article L. 313-20 à L. 313-24 of the CESEDA).
There are ten different situations for which a foreigner can benefit from the multiannual residence permit « Talent Passport », including the case of an entrepreneurship
The multiannual special entrepreneurship residence permit « Talent Passport » is delivered for 4 years maximum to the foreigner who :
- Owns a master’s degree or more, or can justify at least five years of experience
- And who justifies a real and serious economic project in France.
A real and serious economic project is defined as an economically sustainable project (the foreigner needs to have invested at least 30 000 euros in the project) and guarantees that the procedure has been respected.
The delivery of the permit allows it’s detainer to engage in a commercial activity linked to his project.
This permit can be issued to a foreigner who possesses a long term visa (the request is reviewed directly by the consular authority in the country of residence) or to a foreigner who is already legally in France and in possession of documents…
In order to “reinforce France’s appeal to international talents”, the procedure is specific: the foreigner is exempt from any medical examination and the request is processed rapidly. For more efficiency the prefectures are requested to create a specific space dedicated to these resident permit requests.
Family members (partners and children who are minors) automatically benefit from the family multiannual “talent passport” residence permit.
