Interrupted since the 17th of March in Ile de France and since the 27th March in Paris due to the COVID-19 crisis, the french administrative Supreme Court (Conseil d’Etat) ordered to the Minister of the Interior to restore the registration of asylum applications within 5 days after the notification of its decision published on April the 30th (n° 440250, n°440253).
The french administrative Supreme Court (Conseil d’Etat) also ordered the French Office for Immigration and Integration (hereafter OFII) the reopening of its telephone platform, which had been closed since 23 March 2020.
Moreover, the decision also specifies that the Minister of the Interior stated that the prefects of the departments where the registration of asylum application has been closed will be requested to count only from the end of the state of health emergency the period of ninety days from entry into the national territory at the end of which the prefect may, in application of 3° of III of Article L. 732-2 of the CESEDA, place the asylum application under the accelerated procedure.
Therefore, the 90-day period should start to run on 10 July 2020, for asylum seekers residing in Ile de France.
From now on, it is now possible for any foreign national to register their asylum application in GUDAs (Guichet unique pour demandeurs d’asile) on the one hand, and to contact the OFII via its telephone platform on the other hand.
