In application of the 7th march 2016 law creating the “Passeport Talent” status, and effective since the month of November 2016, the multi annual resident permit (or long stay visa if you apply in your country of origin) is based on the national or international reputation of the applicant:
“10° For a foreigner who’s national or international reputation is established and who wishes to exercise in France a scientific, literary, artistic, intellectual, educational or sport related activity.”
An impact study underlined the difficulties in implementing this new device resulting into a change of legislation.
Since the 1st of march 2019, the legislative disposition has been modified accordingly:
“10° To the foreigner who’s national or international reputation is established or who has the potential to significantly and durably participate in France’s economic development, in the planning of urban development or enhance France’s international influence by exercising a scientific, literary, artistic, craft, intellectual, educational or sport related activity.”
